Justin O’Brien has some 25 years’ experience working with Indigenous communities, having first worked on behalf of Victorian communities during the Wik debate and later in the Northern Territory. Justin has frequently consulted with and negotiated on behalf of Aboriginal communities on a wide range of often complex issues, from land rights, native title, mining agreements, tourism development, cultural heritage, education and training, and commercial investments. 

Justin has also held senior policy positions with the Northern Land Council and the Northern Territory Department of the Chief Minister. This work provided a broad experience of communities across the entire Territory, with a focus on governance, youth justice, education, and socioeconomic development. 

In his capacity as long-time CEO of the Gundjeihmi Aboriginal Corporation, Justin worked closely with Mirarr TOs and their key advisers to guide the closure of the Ranger Uranium Mine and provide for a secure socioeconomic future for the Mirarr and the region beyond mining. 

These initiatives include the creation and maintenance of a significant corpus of managed funds, the acquisition and operation of a local service station and art gallery, the operation of a boarding facility, developing an Indigenous ranger group, significant early childhood funding, support for the establishment of the ‘Kakadu Curriculum’ project in Jabiru Area School, the establishment of local VET pathways, developing a vision and masterplan for the town of Jabiru, securing the handback of Jabiru under Aboriginal freehold title, and securing over $350M in federal and Territory funding for the region’s post-mining future, among many other local and regional socioeconomic initiatives.

Justin is a current member of both the Northern Territory Government's Top End Regional Growth Committee and the Commonwealth Regional Development Australia (RDA) Northern Territory Committee. He holds a BA from Monash University.
