Phil joined Defence in 2004 as a graduate having come from the mapping and survey industry. Phil served 17 years in the Australia Geospatial-Intelligence Organisation in a range of analytical, corporate and policy roles.
He conducted two postings to the United States of America from 2013 to 2016 as Deputy Liaison Officer and from 2018 to 2020 in a US position for community policy and governance. From 2020, Phil has been delivering capability for the Defence Intelligence Group, sponsoring a range of geospatial data collection projects.
Phil joined the Australian Signals Directorate in 2024 to deliver a cyber defence capability for the Australia Cyber Security Centre. In 2025, he moved to Geoscience Australia to take up the Capability Management and Program Office role for the Positioning Australia Program, supporting delivery of positioning and navigation capabilities across the Space Division, including the Southern Positioning Augmentation Network (SouthPAN).
